If youd like you can reserve him however with the vizard lock id rather not add this charcter however if you can get 2 admins to support you on this i wondt stand in your way.

(Chris, marcos, kensei, soren, and Byakuya are the other 5 admins besides me)

you could just get two admins to support you if you follow with that idea.

Captain of the First Division

Its not fair to deny people canon Characters even if there are a lock. Rose doesn't follow any certain group other then Shinji's group and Shinji doesn't get involved in many affairs unless Ichigo does. I say allow him.
