If you make a custom character application and make them, say, a lieuntenant, is it possible for them to later become a captain, or do they stay at that same level all the time?

Also, if it is possible to later on down the track to raise your power to a captain's level, would you still neeed to write a sample in the application?

It depends on the adminds, sometimes they can be busy irl, and a day or two can go by, but again, it depends on the adminds`s activity.
